Do you have a computer or smartphone? And what DAW (Digital Audio Workstation) do you want to use and learn to make Phonk with? There are quite a few options of which most of them will suffice for your goal
Computer:
FL Studio by Image Line for PC and Mac (Paid but there is a demo version in which you cannot save your progress unless you export it as an audio file)
Ableton by Ableton AG For PC and Mac (Paid but also has a trial program which lets you use the software for 30 days free of charge)
Logic Pro sold by Apple, developed by Emagic For Mac (Paid but can be tried out for 90 days for free)
LMMS (Open source and therefore free)
Reaper by Cockos For PC and Mac (Paid but with a trial option for 60 days)
Cubase by Steinberg For PC and Mac (Paid but with a trial option for 60 days)
Audacity by MuseGroup For PC and Mac (Free but not really recommended as it is a very simple program)
There are more DAWs available but these are what most people use on their computers.
Smartphone / Tablet:
Cubasis 3 Android, iOS, Trial version (lets you use the app for only 30 minutes but can be started again as many times as you want)
Bandlab Android, iOS (free but contains ads and in-app purchases according to the Play and App store)
Now that you decided on what DAW you want to use and installed it, you should look for some audio files to make those beats with on the internet. They are called drum kits and sample packs.
To get you started right away, I will supply you with the first two kits I found by googling "Free Phonk drum kit"
PHXNKR - PHONK DRUM KIT
(suited for OG / Rare Phonk) and
DRXFTKING - DRIFT PHONK DRUM KIT
(good for Drift Phonk and House)
If you want more kits and sounds please look for them yourself (tip: google the terms "drum kit" and "reddit" together)
To learn the basics of your DAW I recommend watching tutorials on the one you are using as that will probably be your first big hurdle (or maybe not if you are learning fast and intuitive). For that of course just type i.e. "Ableton beginner tutorial" in the YouTube search bar and start learning and creating.
